When I directed a summer camp, we made inexpensive journals with 3 kinds of filler paper: lined, graph, and plain copy paper. Some kids had definite preferences and some liked to have options for different tasks, such as writing, sketching etc. The covers were made from the cardboard backing that comes in boxes of printed materials. You can use corrugated cardboard, too, which is super easy to source.
We would adorn the covers with either the kids own artwork, nature prints, or pressed leaves & flowers. The latter we'd "laminate" with packaging tape.
