We make dozens of wreaths and swags every year, and get all of our greenery for free simply by asking the property owner/ store manager/ HOA, etc if we might prune their shrubs and trees :) Of course, it helps that our "green team" are professional horticulturists and Master Gardener volunteers.
I recommend planning ahead and communicating directly via phone, email and in person, (more than once!) with the date and time. There is often more than one person who needs to know of your plans, and good communication prevents your project from being scuttled by someone who didn't know you were coming, or didn't know you had permission.
